On the site in your post (btw. the link isn't complete) is only a controller file for the 360pad. It saves only the layout of your controller so it has to be empty. Also you have to paste in the controller menu on the left side.
For the next steps take a look here.

This is an excerpt from Wiki:
Setup
Download and install Xpadder (download available at BetaNews).
* Make a new folder: C:\Program Files\Xpadder
* Unzip Xpadder.exe to that folder.
* Cut and paste the following into a file named Xbox360.xpaddercontroller and save it in your Xpadder folder.

OK apparently I had to set up a profile that would watch oblivion.

Re: Xbox 360 for windows with oblivion
Did you do that?
To come to the point, you have to deactivate the Joystick entry.
It's not really smart to activate the gamepad support and then to go in the game and to unmap all gamepad assignments to deactivate it. The problem with that is, that the analog inputs (left stick and trigger) will not be unmapped this way. So they still work directly with the game and then Xpadder sends a second input. If you only want to use Xpadder (like they want to), you have to set the Joystick entry to 0 to simply deactivate it (standardly it is on 1, so it's strange why they want to edit it. )IF you're using the original drivers:
* You must set the following in My Documents\My Games\Oblivion\Oblivion.ini
o bUse Joystick=1
...
* It may be useful to disable any previous joystick mappings within Oblivion
o Start Oblivion and go to Options->Controls->Controls->Joystick
o Select an action and press Esc to clear the mapping
To come to the point, you have to deactivate the Joystick entry.
Technically the profile only has to be loaded while playing Oblivion. The AutoProfile feature is the easy way to have this to be done automatically with Xpadder.cmwcolebrook wrote:OK apparently I had to set up a profile that would watch oblivion.

Re: Xbox 360 for windows with oblivion
It works now if I launch from the normal Oblivion.exe, but I am using a modder resource Oblivion Mod Manager that launches the game with Oblivion Script Extender, which does not seem to work. "C:\Program Files (x86)\Bethesda Softworks\Oblivion\obse_loader.exe" http://obse.silverlock.org/

It should work if you select Recent Windows/Select Title.
Have a look on my tutorial for the AutoProfile feature.

OK Thank you that seems to work with the original launcher so far, but not with obse.cmwcolebrook wrote: "C:\Program Files (x86)\Bethesda Softworks\Oblivion\obse_loader.exe" http://obse.silverlock.org/

I changed the compatability settings of OBSE by unchecking run as administrator (which normally makes things better) and it seems to be working.cmwcolebrook wrote: OK Thank you that seems to work with the original launcher so far, but not with obse.

Re: Xbox 360 for windows with oblivion
Then the problem is the UAC issue. You can run Xpadder also with admin rights via the compatibility settings to solve this.

One last thing. It would behoove you to edit the oblivion wiki to be more effective. I imagine it would help you with marketing and revenue, and time spent on tech support.
