I found it, I simply hadn't completely exited Xpadder before opening as administrator. Stupid auto hide system tray.

Will not work in Rift window only
Xpadder works on any window other than the Rift window, anyone know of a specific setting (maybe within Rift itself) that I need to change in order to allow this?
