Star Trek Online recognizes xbox controller but not xpadder imput

I have been using xpadder on windows 7 for a long time as it helps me to play the game better than using the keyboard. I am currently testing Windows 10. The keys work in windows no problem. the key input into the the game is not working and xpadder is running in admin mode. Star trek online does not have an anti-cheat mechanism that would interfere that i know of since it works in Win 7. My suspicion is the emulated imput is not getting to the game because xpadder is not communicating with Os to put the keystrokes in to the game. any help would be useful as this program is necessary for me to play the game.

I knew if i looked i would find the solution. In Order to get STO to see the keypresses i had to use the task scheduler to run at highest privilege.
